Does it work?
There is research evidience suggesting that individuals who have a genuine personal desire to live in rural locations will remain. In addition, evidence suggests that those trained outside of major cities will remain employed in rural and remote areas for longer periods of time (e.g. rural medical school studies with past graduates.

Leonardia et al. (2012) found that while these factors improved retention, there was a need to mitigate the factors that impede retention too.
Carson et al. (2015) found evidence of a realtionship between rural background and rural exposure (e.g. rural school, placements, etc.) with retention but found that this did not apply for allied health professionals.
Daniels et al. (2007) found that as well as rural background, rentention was associated with community size.
